You need to tell us "what" you want to do with the
image. Are you wanting to convert it all over to a vector dwg, want it
geo-referenced to a known coordinates/datum system, want it to be scaled 1:1,
want everything that is yellow in color to be blue in color, want to be able to
select a road and have a tooltip popup giving you the road name? What
do you want from it?

First you need to convert it to a bitonal image
then use the vectorization tools like polygon follower. There's more to it than
clicking this button and having it convert everything at once. Install and work
the tutorials, I teach a 2 1/2 day course just in the basics of the program if
you are unable to take a course on it from your reseller then get the book from
online or search for online courses on it. There are a few you can download from
the AU site that may help.

After you insert the image into what ever AutoCAD
program you have Raster Design installed with, go to the Image menu and Image
Processing > Change Color Depth, select Bitonal. With out knowing what
version you are using or UI/workspace you are using that's about all I can tell
you right now.

I am using an AutoDWG PDF to DWG converter, you may try this one to convert raster images to editable drawings. It is much easy.
