A dbf file is a database - not an image, so the short answer is 'no'.
Is this metadata? If so, Autodesk Map may be your answer.
If you have Microsoft Access, it will open a dbf file - and so will Excel.
However, simply opening the file and looking inside will bring you no
joy - this is probably data that has some reference to a position (GIS).
