Correlate image safe World file not working

I have a scaned tiff in file A.

 

I scaled it, rotated, aligned, positioned , etc, then exported a world file.

 

when I go to file B and insert raster reading the world file it never comes in correct. It is either in the wrong position, scale or both. Is there something in the work flow I am missing?

    • This issue has been solve via SR
    • My work flow was corrected ; you should save the image to a new name before create creating a world file. Below is the work flow provided by Karsten of Autodesk. this worked perfectly.
    • Kudos Karsten
    • Open a new DWG
    • Assign a coordinate system to the DWG (Civil 3D or Map 3D)
    • Open/Import an image with Raster Design
    • In the import wizard I made changes (scale, rotation, defining custom base point)
    • Saved the image with new file name
    • Created and saved the world file
    • Opened a new and empty DWG
    • Imported the just created image
    • Result: All changes I have made to the image are still there and the image is located at the correct position
