dxf handle format

I need to generate a few thousand large dxf files each of which differs only slightly from the previous one. I have a small number of blocks but each block can be placed thousands or even hundreds of thousands of times. I wrote a master dxf file and I'm now using a perl script to edit it then save each new dxf file.

My question is on the handle format. As I place more and more blocks using INSERT commands I run into handle conflicts. As far as I can tell the handle format is almost arbitrary, because I can manually type some new handle and I get a clean dxf file.

Is there a simple rule for handle format? Is there a max handle size (long int, 2-bytes...etc) ?
