CAD 14 installation on Windows 98

I am trying to install AutoCAD 14 on a Windows 98 machine. I have tried both the typical install and a full install on the C:\drive. The installation appears to be normal but after restarting the machine and opening the shortcut to AutoCAD 14 I recieve the following message "Fatal Error: Security system (hardware lock or network license) in not functioning or is improperly installed" After checking the knowledge base, I have downloaded and installed the most current Sentinel Driver(version 5.41)but still get the same fatal error message. I am not doing a network version but trying to load on a individual machine.
If anyone has some advice or suggestions on how to correct this problems, please let me know. I currently have AutoCAD 14 running on several Windows 95 computers with no problems.
thank you,
