Tap Port (hole in blind flange)

Does anyone know how to do a "tap port" on a blind flange?  What that means is drilling a hole in a blind flange and threading it to bleed a line.  I know in bentley it was possible, I am not sure if it is possible in CAD Plant 3D, an help/advice is appreciated!!

It's possible in Plant3D 2013.

Set some size below than the main size, then tap the line from blind flange

Reviving and older problem but I am having some issues with changing the tap connection to a threaded tap instead of welded. Any way to do this?

Currently my nipple just sits on top of the blind as seen in the attached image. It throws out the dimensions. I thought maybe the catalog would have a hub flange but it doesn't. How would you go about this?
