plz help me , it is urgent! 3D scale in modelling

I have been rubbing my head for hours and cant get it work! I have a import a block from a site and convert it as a equipment, then I want to change the scale so thar it fit the pipe size, and then I go to modelling and then 3D scale, So I have my block and then I route a pipe beside whit size 150 for example.

Now I want the block I have download to get the same scale as the pipe so it will fit.

So I start 3D scale and I think I must choose reference length? Then I dont know how to get it worked.

I would be verry grateful if somebody can explain for med how to do, so I get my block at the same scale as the pipe ?

use 3d scale for the object with following value 

 

  scale factor =  OD of pipe / OD of hole

Thanks but I dont get it , I chose reference then I do OD of the pipe and then it ask for me to specify a new length on the ecuipment, so I can not chose the OD of the hole:( Can you explain more in detail thanks

Do the followings steps.

1. Note OD of pipe for instance say 150 DN it is 170 mm
2. Note OD of the hole say 60 mm
3. Divide (170/60=2.9)
4. Use 3D Scale with scale factor of 2.9 with base point center of
hole of your object
