how do I control this distance between the nozzle and the tank?

I am not sure what version of AutoCAD Plant 3D you are using. I was able to test this using AutoCAD Plant 3D 2014 Ext 2, then used PLANTEQUIPMENT create the tank. I did not see the gap issue you are seeing. Is there anything different you are using besides the out of the box settings?

Quentin, if you uncheck the "make perpendicular" box, there will be a gap for sure. Looks like your nozzle and vessel are smaller than the ops, don't know if that makes a difference.
It appears you have no updates installed with your AutoCAD Plant 3D 2014. Since you have no updates installed you should go ahead and install the Service Pack 1.
Also, with regards to unselecting the perpendicular box, when I unselect it in my model it still does not look like yours. I would suggest you create a new Plant 3D drawing and use the PLANTEQUIPMENTCREATE and see if the same issue still occurs with trying edit the tank with a new drawing.
