One of our guys lost the ability to see the Notes in his Work History. We did a reinstall and it still isn't there. Nobody else seems to be having this problem.

First thing to check, just to be thorough, is that the user would need to have added notes manually to see any notes. (A work history record can be logged without adding a note). So can the user confirm 100% that notes were originally entered each time?
Following the steps outlined here, To work with the Work History of a drawing, what exactly does the Work History show? Give us a screenshot similar to the one attached below.
Is this just for one particular drawing?
When you or other users check the Work History for that same drawing, what do they see? (Screenshot if different).
Yes notes were entered. Attached is a screen shot of the same dwg on my machine vs his machine. On my machine you can see the notes and on his you can't. This is the same no matter what dwg we look at. I can always see the notes and he never can. At one point he could but now he can't. We even did a re-install on his machine and still same issue.
The notes textbox resides in a palette so I'd assume that its settings are in the .cuix file. Try copying your pnp.cuix to his machine and see it that brings them back. Its path is something like this, depending on the version:
C:\Users\username\AppData\Roaming\Autodesk\AutoCAD Plant 3D 2014\R19.1\enu\Support
I just copied my PnP.cuix file and replaced his with it as you suggested and still the same problem. Any other suggestions?
Thanks for posting those images. So the missing notes in the one users work history may be due to his Windows display settings.
Have him try the following to see if corrects it:

If Martin's suggestions don't work you might also try replacing this file with one from another machine that works:
C:\Program Files\Autodesk\AutoCAD 2014\PLNT3D\PnPProjectManager.arx
Just guessing at this point;)
It was the Windows screen text size. As soon as you said that I remembered that he has his computer set to Medium. I changed it back to small and rebooted the computer and all is well now. Thanks for you help Martin and Jason.
