which is the setting to release the valves on material list "Erection" instead "fabrication"

how are inserted the "PI" or "TI" instrument on model why go out in material list with the label "PI" or "TI" ?

In the catalog edit you can use the field 'SHOP_FIELD' on the general properties tab.

PI's or TI's can be added to a catalog by creating a new item. Alterntively, you can use a custom part to achieve this. Can you please clarify the second part of your question?
