I can't open report design of report creator - error

I try to open report design but i can not and jumps this error,  and do not know what the problem is if I need to download a file or software extra.

I havent encountered that problem so far. I think you can try to create a new report template and try if it would generate the same error.

Try opening existing out of the box report. See if the problem still occurs.

Already tried and nothing, not open and get the same error, probe with windows 7 and there if it works and my pc have windows 8.1, will that is not compatible with windows 8.
