grid not the same in paper space and model space

This has to be the simplest thing, but for the life of me I can't figure it out.  I'm laying out a boundary in model space in my .dwt file for where the off page connectors should line up at the edge of a sheet.  When I go to layout space to look at it, the grid does not match what is in model space.  And yes, I have made sure the grid and snap are the same in both layout and model space.  The grid is 1/2" and the snap is 1/16".

Probably a dumb suggestion but have you checked the viewport scale is 1:1?

Yes. Checked everything I could think of.  Pretty sure it's corrupt.  Everything (equip, linetypes, etc. ) is coming in 40 times to large and you can't change it.  Have made a new .dwt file.  But thanks.  Sometimes you just space over the most obvious things.
