We have had an issue come up in the last week or two in that, when we created a new Plant 3D drawing, the drawing file is created in the correct folder, but it gets tied to the wrong project. Plant 3D 2015 will automatically jump to the other project. I can copy the drawing into the intended project.
When I try to save the drawing, I get the following error. This happens under both projects the drawing gets tied to.

I can't tell from your post exactly how you're creating a new drawing. New Plant 3D drawings are best created within an open project, right-clicking on "Plant 3D Drawings" in the Project Manager, and selecting "New Drawing".
If an existing drawing, same process, except select "Copy Drawing to Project".

His issue was related to the template having some project information saved in it. We have a utility that purges the information from a template, which allows the drawings to be created correctly.
I am having this same issue with Orthos. I have an ortho template that is stored on the network which I have selected for orthographic drawing creation. When I right click and select new drawing, plant 3d opens a different project and places the drawing into that project. The dwg is phisically placed into the project folder I had open when I created it, but the drawing is now linked to the wrong project.

Download the trial of Fasttrack Plant, and run PURGEPNPSTYLES while in your template. This will delete any stored Plant 3d information so that it gets a fresh copy of the correct information when the drawing is created.

What I've done worked also:
- remove the fields with project information
- insert new fields with project information
I know this thread is quite old, but I have found a work around.
This workaround does require you to have both Plant 3D and AutoCAD.
If you want to setup your drawing to have project properties, set everything up in Plant 3D. (It does not matter which project).
Save the drawing as normal. Close Plant 3D and open the drawing with AutoCAD. Since your not opening it in Plant3D, your not opening it in a project. Now save the drawing as a drawing template in your Plant3D template folder. Since the template was saved from AutoCAD it's not bound to a project, but all the project property names are still the same. So as long as your project property names stay the same across your projects, you can change them to your needs.
This should sort out the issue of creating a new drawing in a new project.
