ability to change layer key for panels

give us the ability to create separate demo/reno/exist layer keys for panels. I don't mean just use overrides for the status field. Overrides change the layer they are on, but not the line weight/linetype properties

I believe the problem is that you can't specifiy any different layer keys for the panels. That is, you can create layer keys for them, but cannot impliment them.
