Xref electronic PE Seal but have attribute date

I have seen other threads similar to this but nothing with the scenario I am trying to figure out. My company is currently in the process of changing from vanilla AutoCAD (with a lot of programming customization from one individual) to AutoCAD MEP. Managers are wanting to get rid of as much custom programming as possible as only one guy knows how to fix/update all the programming. In our current vanilla AutoCAD, there is custom programming that brings electronic PE Seals in as an xref and then has an attribute for the date. So in MEP, I tried to xref in the seal that has that date attribute, but it doesn't show up. The reason that we are wanting the Seal to come in as an xref is so that users can't insert the PE seal unless they are given file permissions by the Engineer. Anyone have any ideas on how I can get this accomplished with minimal programming?
