This might be worth a try:
After uninstalling, delete the appropriate MEP registry keys for the user
this is happening for (be careful). This would be:
[HKEY_CURRENT_USER\Software\Autodesk\AutoCAD\R17.1\ACAD-6006:409]
Also delete the following folders under Documents and Settings
C:\Documents and Settings\j
\Application Data\Autodesk\ACD-MEP 2008
C:\Documents and Settings\\Local Settings\Application
Data\Autodesk\ACD-MEP 2008
then reinstall....

I work in the IT Department for a very large architectural & engineering
firm. Yesterday I encountered a problem with an MEP 2008 Install that has
been racking my brain. Here's the problem:
When I start the MEP 2008 program after the install I get this message
during the loading up process, "Unable to load tool catalog. A required
module has not registered properly."
So some possible solutions I have tried was an uninstall/reinstall. Didn't
work.
I went to another users computer that has this program in working fashion
and right clicked the icon, checked the properties, and the &
options are in correspondence with each other. So that doesn't
seem to be the problem.
I tried clicking in the Tool Palette for the user who is having trouble, but
I can't click on anything.
I figured maybe future installs would be like this, so I went to another
desktop that didn't have MEP 2008 on it, installed it, and it works.
So if anyone has an idea/solution to this problem my day would be off to
such a better start...and incase Autodesk hasn't seen this error I just
wanted it at least documented for future Hotfix releases or archive
purposes.
