problem with drawing scale and annotations.

Hi everybody.
Please advise on following:
My setup is 1/8" scale, linear unit precision 1/32 and annotation size3/32 .
Drawings look O.K., but when the other party opens the drawing with OE, duct
size such as 24X12 becomes 24.00000x12.00000 and pipe size 2.5" becomes
2.50000.
To circumvent that I've reset the unit precision to 0, annotation size to
9". Duct and pipe sizes at the party using OE now is fine, but all
fractional pipe sizes disappeared from my menus.
Is there any workaround except continuous switching between precisio and
annotation setup?

I would guess that the drawing is changing units from architectural to decimal on the other machine. It might be some other program making the change
