Plot style doesn't equal annotation style

I am unable to plot the annotations from my xref'd drawings when plotting in paperspace - Version 2010.  Any help would be appreciated.

Hi Heather,

Was this the issue we addressed over the phone last week, where the layer was set as "No Plot"?
