Hi Matt,
The modify command uses the current Layer
Standard and Layer Key Style in Drawing Setup. The device will always be changed
to current layer if you have defined <Current Layer> as layer key style.
If I understand you right you want the device to be placed on the current layer
when you insert it but not changed when you modify it (if another layer is
active). Is that right? In that I can see two workarounds:
1. Define your own AutoLisp command that change
current layer to the device layer before starting the modify
command.
2. Remove the layer keys used for the devices.
You can define your Electrical System to use a layer key that you remove from
the layer key style after you have defined the system. In this case the device
will be inserted on current layer but not changed when you modify the
device.

Currently,
we're using our own layering convention for everything in ABS3 (no layer keys
involved). Our light fixtures and light tags are on separate layers. The
problem I'm running into is this: When I modify a lighting device to change
the ID, as soon as I click Apply, the device changes to the current layer. Is
there a toggle somewhere that controls this??
