i have a standard part on MEP which is a 204x60mm to 125mm elbow bend. i would like to make one that is 220x90mm to 150mm, however, i cannot find out how to do this. can anyone help?

You are talking about creating a duct elbow but the drawing that you shared contains instead a multi-view part. If you really want to design your new elbow as a multi-view part then you just need to create the part with 3D solids and then add connectors to it.
If it is truly a duct fitting that you are wanting to create can you supply a dimensional drawing of what you are trying to accomplish?
