Difference between ABS 2004 for the US and the Middle East

When I checked the FAQ for Bldg. Systems 2004 for the US I found the answer to the first question in the FAQ
1. Do I need to purchase Autodesk Architectural Desktop 2004 to run Autodesk Building Systems 2004?

No. Autodesk® Building Systems software is a stand-alone product, providing all the functionality required by building systems engineers and designers, built on the same technology as Autodesk® Architectural Desktop .....

but on the Middle East page the same question was answered

..... Autodesk® Building Systems software is a stand-alone product which does include Autodesk Architectural Desktop 2004.

We are located in Kuwait so we will have the Middle East version. My question is whether Building Systems 2004 has the entire command set of Architectural Desktop 2004 built in.
