Deleting a layer

Is there a way to delete layers from the layer manager after the layers have been removed from the layer key. The error message says that the layer can not be deleted because it is on 0, defpoints or in use by an object. I have checked the drwg and none of these are true at least that I can find.

The layer being defined in the layer key has no control over whether or not
it can be purged from the drawing. If it is in the layer key and you add
something that references that key it will be recreated, but that doesn't
mean that it can't be purged.

The layer may exist in a display representation somewhere. Is this one of
the Out of the Box layers? If so, which one. I can probably tell you what
part of the drawing is using the layer and why you can't delete it.
