Circuit manager information used to copy with the devices - doesn't in MEP 2012

I do a lot of prototypical work where the same building is built on different sites.  For each of these jobs, I used to just copy an old project's devices to the new floor plan and all of the circuit manager information would copy with it.  Since upgrading to MEP 2012, this doesn't work any longer.  Even though I am copying the panel with the circuits and all devices attached to the panel, the circuit manager is blank and so are all of the homerun tags.

Am I doing something wrong?  If not, why was this "feature" removed in 2012?  Sure, it could sometimes make the EPD a little full of unassigned circuits but it did save me a lot of time.

It's not good to copy devices.  We recommend creating devices from scratch.  With that said, did you create an EPD file in the Electrical Settings of the new file, prior to copying across the devices?  Are the circuits stored in the EPD or in the local drawing?  Where were the previous project circuits stored, EPD or drawing?  Are you using Full Path or Relative path in the electrical settings of the new drawing?  How about the prior drawing?

Unfortunately, it's not possible to remain profitable on prototypical work like this if I have to create a brand new device plan every time.  If you have another suggestion as to how this type of workflow is supposed to work in MEP 2012, I'd like to hear it.

The new drawings have a new EPD created and linked to the drawing prior to the move.  The original drawing also has a EPD.

The behavior happened in both cases - devices with the panel and circuit in the current drawing and ones with the panel and circuit in a different drawing linked with the EPD.

Everything is with relative path.

AutoCAD MEP was not designed for the devices to be reused in that workflow copied between drawing files of different projects.

We do believe that the ability to copy devices inside drawing and between drawings of different projects would be very helpful to have in the program, and feel that you raise a very good case for enhancing the product.
