Visualization of Navigation Bar

How can I make the visualization of the navigation bar persistent form a session to another?

If I set NAVBARDISPLAY to 1, the next time I open AutoCAD Mechanical 2012 the variable value is set again to 0.

I have tried to find if there were any options to select in the Application Options but I could not find anything.

 

I'd also like the 3Dx mouse to be set for 2D navigation permanently: is there a way to set such option?
