UCS keeps changing when switching between model space and paper space

When I simply use the UCS command to relocate the UCS to a new position in model space it gets moved somewhere else if I switch to a layout (paper space), and then back again. Here are some of my settings, not that I pretend to understand what they do: 

UCSDETECT is OFF

Options -> AM:Preferences -> Enable UCS per view is OFF

UCSFOLLOW is OFF
