Problem with "Copy with Basepoint"

I’ve been having problems when I use the hotkeys Ctrl+Shift+V to copy with a basepoint. When I press Ctrl+Shift+V, it will often “hang” (usually gets stuck on an object snap) and the mouse cursor freezes in place. I then have to press esc and try it again until it allows me to choose the basepoint that I want. It is a fairly random occurrence, but tends to happen more on busier drawings. No other programs are affected by it, and AutoCAD itself doesn’t freeze, only the cursor in the model space. It also doesn’t happen when I right-click and use the clipboard pull-down instead of hot keys. I have tried everything including a fresh reinstallation of AutoCAD. Any help would be greatly appreciated.

CTRL+SHFT+C is the shortcut for COPYBASE command (you can type that too): the shortcut you are using is for paste-as-block.
