Problem with AMTITLE 1-1/2"=1'0" Scale

I am trying to set up my company's title block to use with AMTITLE and have pretty much everything the way I want it, but I ran into a problem with a scale we use often.

I have 1-1/2" = 1'-0" in my annotation scale list as well as available as a default plot scale, but I cannot get it to work properly in the AMTITLE scale list without calling it 1:8. I have tried adding every format I can think of to Options>AM:Preferences>System...>Acad/M>Title>ScaleList%I

but the best I can get it to do for me is to make a border at a scale of 1:2.1818 when I select my added 1 1/2"=1'0" scale from the list.

I am hoping this is possible to do without using 1:8 since very few people here will understand that and I am in no position to change our standards. If anyone has any ideas or knowledge about this, I'd appreciate some help.
