no browser to open a file

When I try to open a saved file there is no drop down menu or browser to chose from, only a comand line prompt for the file name. It is the same using the application menu, quick access toolbar or insert file . I think it started doing this after importing an IGES file using insert tool.

How do I get a normal browser back?

attached is a snip of the screen just after clicking "open file" on the quick access tool bar. I am expecting a choice to click on.

PS. I don't see the button for gold suport at the bottom of this page.

Please set CMDDIA=1, FILEDIA=1
