New Floating Command Line in 2013

We just upgraded to 2013 Mechanical and I find I don't like this new Floating Command Line.  Does anyone know if there is a way to set it to be in the same position as the previous versions?

I do know that it is subject to the lock command of the other menu items (see the little padlock in the lower right hand corner?).

The problem is, that inspite of being locked, it still seems to move, resize, etc, occasionally. I'm not too thrilled with it myself.
