Mechanical Hangs on Start up Splash Screen

I am trouble shooting an issue for one of my clients and am unable to figure this out. I have already performed a reinstall and installed all the patches available for the AutoCAD Mechanical. The issue is strange because it doesn't happen all the time and to get it to work we have to keep restarting the computer several times until the Mechanical starts. Has anyone see or had this issue, and know of the next steps to try to resolve this? Thanks in advance for your help!

As I am working on the issue more it seems there is something conflicting with AutoCAD during startup. AutoCAD launched correctly when booting computer into diagnostic mode from MSGCONFIG.
