Mechanical 2004 Annotation

A recurring problem we have is with leader notes, and everything else created with the AM:Annotation toolbar, plotting too light. The geometry is created on AM5, like dimensions, but the lineweight is created at .002 instead of "By Layer". We have to "Match Properties" with dimensions to get them to have the proper line weight. Is there a setting we can change to correct this?

I've attached a sample drawing.
i believe this drawing was created completely in 2005 Mechanical.
i created a new leader note, balloon and geometric tol. in the same vicinity.
Notice they are created with the line weight at .002 instead of "By Layer".
The issue in the other post with the dimensions seems to be random and i couldn't recreate it.
