Lock top view

Hello

At my company we use AutoCAD Mechanical for 2-D drawings and inventor for 3-d modeling.

Different users have different settings and from time to time the drawing gets rotated accidently.  and others make edits with it rotated.We never do any 3-d modeling and never have a need to rotate the drawings.  Is there a way to lock model space so that you cannot rotate it.  or at least lock it so the top view is locked in and can't be shifted.

Using AutoCAD Mech 2015.

I tried searching for an answer.  maybe I am typing the wrong words, but i couldn't find anything.

The best option I could think of is to go into CUI and change the Mouse Buttons-section commands to get rid of orbit in each user's AutoCAD.
