Line parallel to another line and tangent to a circle at a given point

Wich commend I have to use to draw a line parallel to another line given and tangent to a circle at a given point?

1. Draw a reference line using the PERP Osnap from the first line, anywhere in your drawing, towards the circle.

2. Draw a line from this line using the PERP Osnap again. After clicking on the line, using the PERP Osnap, you should be able to move the end point (second point of the line command) dynamically along the reference line.

3. Select the TAN Osnap and select your circle.

4. Erase the reference line no longer in use.
