Layer Manager Bizzare Results

I've seen this problem mentioned elsewhere but I've not seen any solutions to date.

 

I'm attaching a simple drawing with format.  It has a viewport.

 

While on the SHT1 tab and in Paper Space select the rectangle on the right side of drawing.  grab the pulldown arrow in the layer manager and select any other layer and the selected geometry's properties change to that layer.

 

Double click inside the viewport to activate model space.  Select the geometry and go through the same steps as above.  The geometry is changes.

 

Next, select the actual model space tab.  WHile in model space select the geometry, grab the pulldown arrow from the Layer Manager and select any otther layer.  Insted of changing properties, the layer manager opens and we get no results.  Sorry, this is bizzare.

I uploaded the drawing file you provided and went through the steps. However, I went through all the steps and I never encounter the problem you mentioned in the last step of the Layer Manager Opening and getting no results. Just to verify, what AutoCAD product are you using and what release? I tested this using AutoCAD 2012 with Service Pack 2 installed. If you do not have current service packs install, I would suggest you do that first and try again.

We're on 2012 SP-2 and I tried everything. I did a recover, I rebooted, I ran a repair and then I reinstalled the software.  I have read many postings with people having the same problems but as I said, I've not seen any solutions offered.  I used a nice little lisp program that lets me compare any and all differences in system variable settings between drawings and to no avail. 

 

It is a moot point now because I recreated the templates where we were having the problem and it went away.  I don't think we'll ever be able to figure this one out.  Thanks for reviewing the drawing.
