Currently, the program only allows an INTEGER (whole number) for the quantity when creating a part reference. Is there any way to change this to a REAL number?
Here is my main issue:
You can create a custom 'Item Qty' property that will accept a REAL number, but the values do not accumulate in the BOM under a single line. You cannot merge any items that don't have the exact same properties, therefore CP01 (with QTY of 0.015) is always treated as a separate item from CP01 (with a QTY of 0.005).
I appreciate any help I can get on this frustrating issue!

Please take a look at the grouping mechanism in the Parts List to see it can achieve the results that you are looking for.
Here are links to documentation on the grouping mechanism:
You may add a group that groups the items by the 'Name' property.
This grouping will help to merge the 'CP01' items and show the sum of numeric properties, e.g. the custom 'Item Qty' property.
Note that non-numeric properties are shaded if they have different values within the group and over-writing property values are applied to all items in the group.

Thank you so much! The grouping mechanism was exactly what I needed and it was staring me right in the face (at the lower end of the Parts List dialog box).
For those with the same issue, I've posted before and after pics (NOTE: the UNIT QTY is a custom property that will accept REAL numbers, unlike the standard AutoCAD QTY field, which only accepts integers. Also, you will need to manually key in the Item Number, which is greyed out in the 2nd pic below).
