We just upgraded to 2013 Mechanical and I found that when I insert a block from my Library it inserts right where my cursor lays but I cannot see/preview this block until it is inputted. We used to be able to do this in previous versions. I looked in the Edits and Options for the Library and there seems to be no setting to turn this on.
Any ideas?

I am not clearly with the meaning of "where my cursor". Does that mean the block is inserted on the point when you click on the drawing area?
Could you upload the recordings of your action? It will help me understand what issue you have met.

That is exactly what I mean.
As I said in last message, there is no differnce in different version. From this point, it should be as-designed.
If you think there is some difference, could you upload the recording of your action? I could help you research it.
I have the same issue in 2014.
I choose a block, I then go to insert it but although it inserts correctly at the base point, the block is not visible at all at the curosshair cursor, until you click to finish the operation.
This means you cannot rotate it, or scale it either - because you can't see it until you've finished.
Does this mean you have a major bug in your system? I was thinking it was a system variable needing changing but even the technicians don't seem to be able to recognise this issue?
