3D holes

I have a part that is 0.25 thk X 3.0" X 6.81"
This part has a 27" radius centered on the 6.81" length. My problem is that I need to generate two holes from the center line of the 27" radius one 6 degrees from the CL the other 5 degrees on the other side of the center line.??
