Can somebody explain in detail how to assign a drawing to NAD83 Map3D Global Coordinate that was originally drawn in CAD Named UCS coordinate? Never done anything like this before.

You'll need some frame of reference for the translation, such as control points with coordinates in your NAD83 coordinate system that also appear in your CAD drawing with your UCS. Some communities put up shapefiles of control benchmarks. Once you have something for control. Start a drawing in your desired geodetic coordinate system, bring in your control points and then use rubber sheeting or the "align" command to transform the data. Rubber sheeting allows multiple points to develop a least squares (or polynomial) solution to increase your "accuracy" of the translation. Align is a 2 or 3 point translation & scale.
So, if you don't have some form of control, you really don't have much to work with to get it accurately located.
