Street labels disappear on UCS rotation when not World

Hi, this is a similar question to this post that was not resolved.
When I am in the World _plan view everything appears fine. When I use _plan to orient the view to a custom UCS the labels disappear.

I'm using a Dell Precision T3600 with 8 Gig RAM dual 2.8GHZ processor
Windows 7. Autocad Map 3D 2013 64-bit
NVIDIA Quadro 600 graphics card.

Weirdly this is what you get when you disregard and print. What's that dashed line? Oh, it's a label and 1 of 2 that showed up.

Where is the Layer located in terms on the heirarchy in your task pane?  I have had the issue since 2011 and the answer I received back then, or maybe my own findings, was that label layers worked only when the bootom most layer.  Just above Map Base.
