Rotating blocks to match GIS orientation

Land Survey Tech here.  My agency uses a shifted state plane coord system projection in GIS.  I'm tasked with updating sloppy linework in the GIS and best fit it to match record bearings.  I have a clipped selection from GIS, the same lines clipped from the surveyed area, and I'd like to adjust the dwg to match the GIS projection for editing.  Is there a way to snap a block so that both ends of one line match exactly?  I can only seem to snap the insertion point and eyball the line in.

Did you just try the _ALIGN command with the _END snap on, sir..?
