I've just done a fresh install of AutoCAD Map 3D 2012 64-bit version F.51.0.0 on two different machines that had never had Autodesk products on them before. One is running Windows Server 2008 R2 Standard 6.1.7600. The other has Windows Server 2008 Standard, 6.0.6002. We are still awaiting new license numbers, so they are running the 30-day trial. I'm a new Autodesk user but a pretty experienced GIS guy.
Right out of the box, the Ribbon does not appear in any of the predefined non-classic workspaces. Both of the RIBBON and RIBBONCLOSE commands result in "Unknown command" messages, even though those two commands are among the choices presented by autocomplete once I've typed as far as RIB. The MENUBAR 1 command produces a menubar with only the Express menu. In the Map Classic Workspace, I get the full File/Edit/Insert/etc. menubar, and no ribbon, which is probably normal.
This is the state of things after fresh installations on two different machines. Am I missing something? I can probably live without the ribbon anyway, and stay in the classic workspace, but the tutorials and documentation refer to the ribbon often.
Are you sure that you installed the newest version of .NET Framework available in the Microsoft site..?
Yes, both machines already had "Microsoft .NET Framework 4 Client Profile" and "Microsoft .NET Framework 4 Extended" in the list of installed programs before I installed Map 3D. I've just run the latest .NET Framework 4 installer again on one of the machines to repair the installation, and after that, Map 3D still behaves the same (no ribbon, and 'Unknown command "RIBBON"').

That brings me to the assumtion, that either the installation was not completed or the user-specific directories are not prepared correctly or last-but-not-least not all support-paths are set (or invalid).
To verify the support-paths, start the command _OPTIONS, change to tab "files" and compare the items with that:
Warning: this screenshot is for german Win7/Map3D ... so the directory deu (for "deutsch"/german) will have another name on your OS, also in the first path the name "alfred" has to be changed to your login-name/your local OS-profile-directory.

That could be a result of missing/wrong support-paths or an invalid menu/cui loaded. For that try command _MENU and locate/select this file:
C:\Users\alfred\appdata\roaming\autodesk\autocad map 3d 2012\r18.2\deu\support\map.cuix
...also exchange "alfred" to your name!
Do you have now more menu-items?
Let's know the results of comparing the paths and what happened when loading the menu!

I have compared the paths, and I found them similar. So unfortunately we still have the problem.

if the paths are similar to my one and the command _RIBBON fails with "unknown command" my next step would be to do a repair install from Map3D.

Sorry I can't help you much either. I did run uninstall/reinstall it, and then repair install, and it was still behaving the same. Then I had other things I needed to work on, and a week later I loaded Map 3D again and the ribbon was magically working fine. Can't recall if and when I did any rebooting in the midst of all that. Good luck and let us know if you find a more clearcut solution than I did.
I've seen this, and have been trying to pin it down as well. By any chance did you install from the Infrastructure Suite?
I have done install from the trial versions downloaded from Autodesk, not from any package suite.
I've made the install with the trial version. On the same machinery it is installed Infrastructure Map Server 2012, but not using the Infrastructure Suite kit.

I had the same issue when installed Map3D 2011 and Civil3D 2011.
The cause of my problem was setting up an administrative install and deploying to machines.
Not sure why it was causing the ribbon to not load properly.
But if installed directly from the extracted EXE file, the program worked properly
(of course it takes a lot longer to install the software on user machines)
My concern here is that both Civil 3D and Map 3D have both generated the missing ribbon issue. If the solution to be accepted is install from the standard setup.exe (and not the package created from the packaging tool) you are conveying a message you do not wish to expand your install base of these two applications in large corporations. I don't imagine that is your intent so I'd appreciate an ETA when someone in programming intends to correct the package built tool failing to properly load the user profile context for both of these applications.

I finally found a solution... The solution was to authorize AutoCAD Map on the server and then the ribbon appears correctly. No way to make it work in an evaluation mode.

As said Stephane, I suspect that the problem is linked to Win Server 2008
because I have seen many MAP 2012 Standard & MAP 2012 Enterprise
running on Win XP Pro or Vista or Seven (32 or 64 bits)
in Trial/Evaluation Mode 30 days WITH the Ribbon OK !
Please remind that Windows Server 2003 / 2008 / 2012 is NOT AT ALL supported by Autodesk ...
