Insertion Scale Issue

Somehow Map has recently started inserting every drawing at a scale of 12 to 1. 

As if it is being converted from feet to inches. 

I checked the variables, INSUNITS = 0, INSUNITSDEFTARGET = 0, INSUNITSDEFSOURCE = 0, INSBASE = 0,0,0. 

In Map Options there is no coordinate system defined.

In Options, under insertion scale it is set to Unitless.

There are no coordinate systems assigned in Map nor in the drawings being inserted.

When I xref the same drawings, they come in at the correct location, the problem only happens when I insert them.

They insert correctly on other PC's, so the problem is only on my PC.
What setting am I missing???

cjneper reported that in -DWGUNITS, the units of length were set to to Inches (instead of Feet). Changing to Feet was the solution.
