I wish to represent polygon features in a polygon topology using building models created in revit. Can this be done? If so, how?
You can't mix the two things, sir.
A polygon topology is a pure 2D Gis concept, while Revit is a stand-alone 3D tool.
Otherwise you could _MAPEXPORT the topology with OD heights, then import it back to extrude automatically the parcels (no matter of Revit stuff).

So, does it mean that there is no way of creating a realistic 3D GIS model (the best that can be achieved is by extruding building footprints to represent as building structure)

No.
You can export the RVT file to dwg format and use it in Map3D, you can use Max3D and both a RVT & DWG files.
