DWL file locking a DWK file

A user has the Read, Write and Execution permissions in Windows NT, and tries to
activate a drawing in the current session in Map3.0, but the message "file is locked by ADE user" is shown.
There is no user or dwk file accompaining or using that drawing, but inmediately after this message appears,
a dwk and a dwl file is generated, so the user finally can't activate the drawing.

We solve this problem adding an Erase permission for that user, but we really don't want this user
has this privilege. Do you think there is another way to solve this problem?
