After you have your map set up create the legend in paper space then use the express tool CHSPACE to change it to a model space legend.

What template are you using to create the mapbook? Does it have a viewport defined/tagged (placeholder) as a legend viewport?

I´m use Map Book Template - ISO A0 Classic.dwt  (include autocad map 2014), but also I've used others templates in the same folder, showing the same error above. attach the template used.

The template does NOT have the viewport create for the legend. Create a viewport (MVIEW Command) Then use the placeholders to identity it.Save the template and try again. Also in 2015 I did not need to create a legend in Model Space if I was using the model space to create the Mapbook.
