Create Legend in Tools of the Display Manager tab in Map 3D 2014

Hello,

I'm in AutoCAD Map 3D 2014.

In Tutorial : Creating a Map Book With an Inset / Lesson 3: Create A Map Book / Exercise 1: Create a key map view and a legend /

4.Generate a legend that you can link to the Legend viewport.

    Switch the Task Pane to the Display Manager tab.
    Click Tools --> Create Legend....

I do not have to create a legend in the tool list.
To be able to create a legend , I must be in paper space and choose a viewport ( omething I 've seen on the web for earlier versions).
The same problem occurs in Tutorial: Building a Map / Lesson 6 : Creating a Legend

I use the tutorial provided in the Help Map 3D 2014 , not the WEB . I have a French tryout version of to MAP 3D 2014, but in an English version , I saw the same problem.

Is this an error in the tutorial ?
Should I do something else, for the Create Legend to be in the tools menu ?
Is impossiblen create a legend in the model space ?

In lesson 6 of exerice 1 of creating the legend look at step 8. You need to switch to the layout (paper space) to insert/create a legend. The tutorial is right just not written or explained as well as it could be.

I think they forgot this explanation in the French translation. I just watch the Video, and they actually go in paper space.
