I have searched but not found a clear answer; what is the purpose of the 0 layer and now I see in Map3D a Basemap layer. Why 2 layers and why is there this need for layers I can't really use? Or at least, why not ask me what layers I want?

It's the only layer everyone knows it exists in every DWG file around the world. 😉
In well stuctured drawings you will not find any geometry on it except geometry within block-definitions. And there objects on layer 0 have special meanings similar to color/linetype/lineweight/transparency = "byBlock".

Do you speak now about a layer you see in the AutoCAD layer manager (command _LAYER) or in the Map 3D TaskPane and it's called "Map Base"?
A CAD-layer named "Basemap" is not known to me as anything that Map 3D generates.
