I think I didn't explain the problem correctly.
1. I work with AutoCAD MAP 3D - industrial models.
2. Basic software for MAP 3D is AutoCAD (does not work under viewers).
3. I create a read-only user in the Infrastructure Administrator.
4. Log in to the MAP 3D industrial model with the created user.
5. The commands used by the industrial model for creation and editing are excluded
but objects can be edited from AutoCAD commands.
In this sense, my question is: How to turn off the AutoCAD create and edit commands
that affect industrial model objects?

1) Assuming you have a special ACAD / ACAD MAP Profile with this special Industry Model Login,
you could UNDEFINE ALL "create & edit" Commands !
2) BUT people could always use special commands like : .LINE / .CIRCLE / .ERASE / .MOVE / etc
to bypass the UNDEFINE and "create & edit" ACAD Entities
3) Other solution (always with special ACAD / ACAD MAP Profile with this special Industry Model Login) :
an ACAD Reactor that will "intercept" ALL "create & edit" Commands !
