XRef puzzle

We use maps of our district that are broken into 1/4sec. When we need to look at information between two, or more, 1/4 sections we XRef them together. Now all the 1/4 secs work great together except for one. This Section, E-2, will allow other sections to XRef to it seamlessly. However, whenever we try to XRef E-2 to any other section it doesn't work. E-2 ends up way out in left field, so to speak.

Now, mind you, out of 30 1/4 sections the only problem is whenever E-2 tries to XRef to an open 1/4 section. All other combination of maps work without error.

Ideas?

Check the BASE in E-2. Just type it in the command line.
