why colours appeared black and white on paperspace?

please see attached drawing, lines are coloured in model space but black and white on PS

I have the reverse problem.  I have colors from layer colors in model space that need to all be in black and white in the layout.  I have the box you showed checked off and selected for monochrome but it stills shows in color. I need the colors to remain in model space
